Connecticut Gambling Laws: A Deep Dive
Unless authorized by law, gambling is illegal in Connecticut. However, the state’s stance on gambling is pretty progressive, creating many exceptions to that rule.
As with most laws, there can be a lot of nuance. We will dive deeper into the legislation surrounding gambling in Connecticut below.
Land-Based Casinos
There are two tribal land-based casinos in Connecticut. Initially, the Pequot reservation began offering bingo in 1986 but expanded to other games in the early 90s. The Mohegan Tribe’s casino opened shortly after.
Both locations are now massive resort casinos. They provide upscale hotels, restaurants, and live entertainment. Each offers a full range of games, including slots, table games, sports betting, and poker.
Horse & Dog Tracks
Horse race betting is legal in Connecticut, but you won’t find any racetracks.
However, there are other ways to get in on the action. Residents can still place wagers on simulcast races at the 12 off-track betting locations or online.
Dog racing is still legal in Connecticut but died out in 2005. There are no tracks currently in operation.
Bingo, Lottery, and Charitable Gambling
Bingo is legal at tribal casinos and when hosted by non-profit organizations that obtain a permit. The other forms of legal charitable gambling are raffles, bazaars, and sealed ticket sales.
There was a ban on recreational Las Vegas nights after the repeal of the Games of Chance in 2005.
Connecticut offers a state lottery with games like Powerball, MegaMillions, Scratch Games, and Cash5.
Poker Rooms and Clubs
Poker is illegal outside licensed casinos or private at-home games under certain restrictions. That means there are no standalone poker clubs in Connecticut.
However, both casinos offer plenty of poker options, including daily tournaments. Mohegan Sun has 33 tables, while Foxwoods has a massive room with nearly 150 tables.
Social Gambling at Home
Many states have blurry laws regarding social gaming at home, but Connecticut’s is clearly defined. Per section 53-278b of the General Statutes of Connecticut, private gambling games among friends are legal as long as no one other than the game’s participants receives anything.
Sports Betting
In 2021, Connecticut legalized both online and land-based sports betting. The state’s two tribal casinos offer retail sports betting and have partnered with FanDuel and DraftKings to provide two online sportsbooks.
Additionally, the state lottery collaborates with Fanatics (formerly Rush Street Interactive) to offer 11 retail locations and one online sportsbook. This means there are a total of three online sports betting options available in Connecticut.
Land-Based Gambling Venues in Connecticut
Connecticut is a small state with only two land-based tribal-owned casinos. Each offers the most legal forms of gambling, including slots, table games, racebooks, sportsbooks, and poker rooms.
Take a look at the two locations on the interactive map below.

Connecticut Gambling vs. Neighboring States
Are the states neighboring Connecticut equally as relaxed about gambling? Let’s find out.
State | Is Gambling Legal? | Legal Gambling Age | Legal Land-Based Casinos | Playing at Online Casinos | Legal Sports Betting | Legal State Lottery | Charitable Gaming |
---|---|---|---|---|---|---|---|
Connecticut | Yes | 18 – 21 | Legal | Legal | Legal | Legal | Legal |

Massachusetts | Yes | 18 – 21 | Legal | Grey Area | Legal | Legal | Legal |
Rhode Island | Yes | 18+ | Legal | Legal | Legal | Legal | Legal |
The states surrounding Connecticut are pretty similar when it comes to gambling. New York and Massachusetts don’t address online gambling, so while they don’t have their online casinos, residents can still play at offshore sites.
All of them have sports betting, a lottery, and charitable gaming. Only Rhode Island has legalized online casinos like Connecticut.
A Brief History of Connecticut Gambling
Gambling in Connecticut dates back over a hundred with the 1830 ban of lotteries. The first horse racing track opened in Hartford in 1873, and several tracks followed.
It was relatively short-lived, however, because 50 years later, the State passed anti-gambling laws that banned horse race wagering, among other types of betting.
1939, Connecticut legalized charitable bingo, raffles, pull tabs, and casino game nights. It wasn’t for another 30+ years that the lottery appeared again in 1971. One year later, with the reversal of the State’s horse betting ruling, pari-mutuel wagering on horse races, dog races, and jai alai came to the State.
After the federal government passed the Indian Gaming Regulatory Act in 1988, the Pequot Tribe in Connecticut expanded from bingo to slots and table games, which led to the first phase of the Foxwoods Casino in 1992.
The Mohegan Tribe opened the doors to the Mohegan Sun Casino four years later, in 1996.
May 25, 2021, brought about the legalization of online and retail sports betting, online casinos, and Daily Fantasy Sports. This landmark authorization allowed the tribes to partner with popular platforms to bring online casinos and sportsbooks to the State.
Responsible Gambling Initiatives
The Connecticut Department of Mental Health and Addiction Services (DMHAS) offers resources for gambling addiction treatment plans, as well as a self-exclusion portal. The Connecticut state lottery contributes $3.3 million yearly to the DMHAS Chronic Gambler’s Rehabilitation Fund.

Play Safely, Stay Informed, and Have Fun!
Connecticut is a hot spot for gambling, with legal land-based casinos, online casinos, sports betting, horse race betting, a lottery, and charitable gaming.
Since the legislation doesn’t address gambling at offshore online casinos, residents of the Constitution State have even more options than just the two gambling sites within their borders.
So, where else can Connecticut go from here in its gambling journey? Another tribal casino is in the works. The Mohegan and Pequot Tribes received federal approval to build a joint casino in East Windsor, CT, so residents have another brick-and-mortar location to look forward to.
